Early Childhood Liaisons (ECLs) are in each of the 5 regional Allegheny County CYF offices. The ECLs complete developmental screenings using the Ages & Stages Questionnaire-3 and The Ages & Stages Questionnaire SE-2 on behalf of CYF.
Early Childhood Assessors (ECAs) work with the Allegheny County CYF Intake department. The ECAs accompany CYF caseworkers on their investigative visits to complete developmental observations for children under age 3.
The Child Welfare Program provides early childhood developmental support and technical assistance to The Office of Children, Youth and Families (CYF). They also provide families with early childhood resources and assist in referrals to Early Intervention as needed. Developmental screenings are recommended for any child under age 5 who is accepted for services with CYF and not already enrolled in Early Intervention Services.
